– Black barbers were forbidden to serve white women or white girls in Georgia.

HAD TO = WAS / WERE OBLIGED TO (= obligation au passé)

COULDN’T =  WASN’T / WEREN’T ALLOWED TO =  WAS / WERE FORBIDDEN TO (= interdiction au passé)

to get married = se marier ; together= ensemble ; to serve = servir
